Ukraine is sometimes referred to as the breakbasket of the CIS because being the part of the former USSR it had the most productive lands in comparison with other countries, so the harvest was the highest in Ukraine.

Is there a family name cis?

I can find no reference to the family name Cis, not in any English speaking countries. I suspect that it is a misspelling or abbreviation of a name such as Cecilia. On the Mormon Family History search site the name does come up as Cis but is then referred to a name which it could represent. From over 500 million names you would have thought that the name Cis would be found, but I am sorry, no.
