This is a combination of Venus' albedo, size and proximity.

Venus is covered in a thick layer of clouds that reflect a lot of sunlight. The fraction of light that an object reflects is called its albedo, so we say that Venus as a very high albedo.

Venus is also fairly large - almost as big as Earth. This means it has a lot of surface to reflect light off of. It is nowhere near as big as Jupiter or Saturn, but it makes up for it by being closer to Earth.

Venus is also the planet that gets the closest to us. However it isn't always the closest planet to us - if Venus is on the opposite side of the sun to Earth while Mars is on the same side as us then Mars will be closer to us than Venus. But Mars doesn't get as bright as Venus, because it is smaller, and darker (i.e. it has a lower albedo).

So it's a combination of being close to us, having an atmosphere that reflects a lot of light, and being fairly sizeable for a rocky planet.

There are a several reasons:

1. It's close. Venus can get closer to Earth than any other planet. There's a relationship between how bright something looks and how far away it is.
2. It's close to the Sun, so there's more sunlight bouncing off every square meter of it than there is for any other planet except Mercury.
3. It has a high albedo, which is a kind of fancy word for referring to how much light bounces off of it. A white note card has a high albedo. A black velvet cloth has a low albedo. The albedo of the Moon is about 0.12, which is approximately the same as weathered asphalt. The albedo of Venus, on the other hand, is about 0.7, which is brighter than new concrete and not all that much darker than old snow.
4. It's fairly large.... only slightly smaller than Earth. Couple that with its closeness to Earth, and its closeness to the Sun, and its albedo, and it all adds up to a lot of light bouncing off it. Mercury is closer to the Sun but further away from Earth, but it's a lot smaller than Venus. Mars isn't a lot further away than Venus (when they're at their closest to Earth, anyway), but it's further away from the sun and smaller and darker to boot. The gas giants are a lot bigger, but they're also a lot further away from both Earth and the Sun (they do have decent albedos, though, so Jupiter, the largest and closest, can at times rival Venus for brightness).
