Well, we don't know that it was critical to the formation of life on land . . . what we do know is that the ozone layer was critical to the formation of -our- kind of life on land, because the ozone layer screens the Earth's surface from ultraviolet radiation, which would fry life as we know it. (Other kinds of life could in theory have been created that could only live under harsh ultraviolet light)
Even under the ozone layer, ultraviolet radiation from the Sun will kill you if your skin is exposed to it for too long. (sunburn is just a small part of this killing process . . . and even then, people die from skin cancers caused by bad sunburn - which is really ultraviolet cooking)
