The Periodic Table of elements contains only elements, it does not contain compounds. Therefore, the elements carbon and oxygen are both in the table, but the compound carbon dioxide, which is composed of carbon and oxygen, is not in the table.

Although there is no 'official' definition of the distinction between organic and inorganic compounds, carbon dioxide, along with a few other compounds, is usually considered inorganic mainly for historical reasons going back to the 1st century AD. Mind you, one of the definitions of organic compounds requires the presence of hydrogen in a molecule, yet most opinions might be averse to the inclusion of hydrogen cyanide (HCN) in the category. To understand the shape of molecules we apply VSPER theory (valence shell electron repulsion). Bonds are made of electron pairs, and as they are negative they repel each other, so they get as far apart as possible given that they are attached to the same central atom. Carbon dioxide can be represented as O=C=O, meaning that each oxygen is joined to the carbon by two electron pairs. There are no other electron pairs in the valence shell of carbon, and the furthest apart the two sets of bonds can then get is diametrically opposite to each other.
