In meteorology, the word "precipitate" means to fall from the air.

As the fog particles do not fall form the air and collect on the ground there is precipitate and therefore no precipitation.

Think of fog as low cloud, not all clouds produce rain and therefore the cloud itself is not precipitating and neither is fog.

Because they dont fall from the clouds and dont form in clouds. They're condensed by low temperature from the moisture in the air or exuded from leaves .
