The brain has not matured enought to override the reflexive urination. Between the ages of two and three, decending circuts from the brain have matured enough to begin to override reflexive urination. The ponds has two centers that participate in control of micturition, aka urination. The pontine storage center inhibts macturition, whereas the pontine micturition center promotes this reflex.

This issue is not associated with bladder development. The bladder and its associated structures are fully developed at birth. This matter is associated with pontine development.

i hope that you understand first that incontinence is not being able to control ones urine flow that means the person just goes with or without warning it is very comman in infants 0 to about the age of 3 and sometimes it takes a child longer than that to control it it is also common in the elderly it is also common in women after child birth but as for your question my son did not get out of his diaper until he was almost 3 and then he still wore pull ups during the day and night because it is hard to potty train some children but it is very very normal for a child up to that age and alot older to be incontinent you might also need to talk to your child's doctor because i am not sure myself that you understand what incontinence means i mean basically this is just a 2 or 3 year old peeing in a diaper or pullup like they should that is why children that age at least up to 5 should wear pullups they cannot control their urine flow
