In the CEC there is no definition for a load center. In layman terms a load center is; A distribution panel that does not have a disconnect breaker in the same enclosure. A distribution panel that does have a disconnect breaker within the enclosure is called a combination panel.
In electrical terminology it is the same as a distribution panel. It gets called a utility panel because it is the first device that is connected to the utility company's service connection when it enters a building. The utility panel is not owned by the utility company, it belongs to the home owner and it his responsibility to ensure that it is installed correctly and safely. In most cases an electrical inspector has to give his recommendation that it be connected.
The term, single-phase 'panel', describes an electricity distribution panel (called a 'consumer unit' in the UK) comprising line, neutral, and earth (ground) busbars, supplying a number of circuits which are each protected with either a fuse or a miniature circuit breaker. The panel normally incorporates an isolation switch that will disconnect the busbars from the supply system. The panel is fed from the utility company's supply system, via a fuse and energy meter.
The scuttle panel
It is called the 'Scuttle panel' or the cowl.
Under the scuttle panel. Remove wipers then the panel, it's held in by elastic band so easy to swap
Remove wiper arms and bladers. Next remove rubber sealing grommets from the wiper spindles. Reomove screws from scuttle panel, then remove scuttle panel, you will now have access to the wiper motor.
A coal scuttle is a bucket usually with an extended "lip" on one side to facilitate pouring coal onto a fire.
The bird in the movie, The Little Mermaid, is named Scuttle.
