Usually there is still air left in the container and when heated the air will start to try to expand and there is a chance of explosion. Its also to avoid liability, because all it takes is one to explode and injure someone for them to have a mess on their hands.

It is dangerous to throw an empty aerosol can on a fire because the container is under high pressure. The heat from the fire could cause the can to explode.

aeosol cans contain extremely high pressured gases including oxygen. Fire combined with oxygen and compressed gases can cause explosions/ more fire
