If you can determine that a person is breathing, then you know that the heart is beating. If the heart is not beating, there cannot be breathing. This means that when there is definitely breathing, you should not continue chest compressions. Please note, there are cases where breathing is occurring but for some reason there is no heart beat. In this case only ECC should be performed. However, this is a very rare case and breathing usually means there is a heart beat.
Rescue breaths can verify an open airway, promote potential spontaneous respiration by the victim, and provide a limited amount of Oxygen profusion to the brain and other vital organs when coupled with effective chest compressions. This can mean the difference between simply surviving the incident, and surviving the incident with no neurological deficit.

You want to establish that there are no signs of life before starting CPR. Doing CPR on a person that has signs of life may cause the heart to function improperly.

Check for a pulse and breathing. No pulse, no breathing, give CPR.
In the initial assessment, check for signs of life. During rescue breathing, check for signs of life every 2 minutes. During CPR, don't check for signs of life any more. Unless you see obvious signs of life once CPR is started, continue doing CPR.

Adult: Tip head & check for breathing. If no breathing, give 2 breaths & start CPR 30 compressions/2 breaths. Infant & Child: Tip head & check for breathing. If no breathing, give 2 breaths. Check pulse (Infant brachial, child carotid). If no pulse start CPR 30 compressions/2 breaths.
Reassessment in CPR is to check again to see if signs of life are present.
Check to see if they have a pulse, or are breathing. If they have both, no CPR is needed. If they have a pulse but aren't breathing, you can perform rescue breathing only without chest compressions. If they do not have a pulse and aren't breathing, you perform rescue breathing and chest compressions.
First perform an Initial Assessment. Open the airway, Check for breathing, if there is no breathing give two rescue breaths. If the rescue breaths go in and make the chest clearly rise check for a pulse. IF there is no pulse begin CPR.
If after the head is tipped for 10s, and there is no breathing (adult), give 2 breaths and immediately begin CPR.
Execute CPR as soon as a person having a heart attack stops breathing. If you are CPR for the pro certified, the process adds a pulse check.
In 2 rescuer CPR, one gives the breaths, the other person gives rescue breathing.
