open the MMC and add the group policy snap-in. Under Computer Configuration-->Administrative Templates-->System-->Logon, change "Always wait for the network at computer startup and logon" to ENABLED.
It's not "necessary" because all the brass will be sized through your sizing die and all will be safe to use sans any damage or wear. However, you'll get much better accuracy separating the brass by manufacturer and case weight. The rule for accuracy is to have each round as close to exactly the same as the one shot before it as possible.

If you don't have a utility program like System Suite or something like it, you can do it manually from the Configuration Manager in Windows. Go to Start - Run Type in Config.sys, then Enter This will bring up the Configuration Manager, which will list your Startup Programs and all other background programs. To find the offending program, narrow it down by a process of half-splitting - turn off one half of the startup programs in the list you have of the ones you can shut down without any problem, then restart your system. There's an easier way to find the problem also - you can run a Selective Windows Startup. Choose it from the initial startup screen before Windows boots. Selective Startup allows you to perform each startup process one at a time, allowing you to narrow it down to the one that's causing the problem you're having.

Depends, clip size is ammo. Primary clip is how many times you can shoot before reloading. Some weapons, like the heavy's minigun are entirely primary clip and require no reloading. Secondary clip is how much ammo you have to replace your primary clip. Size is just how much you have.
