Depending on the size of the voting district, it can be difficult to unseat an incumbent member of Congress as they are already established. It is particularly difficult if the voting population is set in its ways and unlikely to vote in someone new.

because they are like ticks. Once they have all the power and prestige, they don't want to lose it.

But it is more about name recognition. There are a lot of uninformed voters out there who vote without knowing the issues and cannot tell the difference between truth and lies in the campaigns. The incumbent's name is familiar and to not go against the status quo, they vote for the incumbent.
