Good question. I would say it's called tooth brush because of the size of the brush. Technically, it really only brushes one tooth at the time, hence a teeth brush would be longer and more cumbersome to use in the mouth.
I have it on good authority that the toothbrush was invented in Kentucky. Anywhere else and it would have been called a "teethbrush."

It definitely saves water if you turn the water off while you brush your teeth. People everyday leave the water running while they brush their teeth and it's slowly making the water disappear on the planet we call home. So save water. Don't run it while you brush your teeth. And if you can help it, don't run it while you lather your hands or are washing up in the shower. Just a helpful hint from a concerned human being.
