Because it takes a while for things to heat up.

Let's assume the sun rises at 6 AM. The exact time doesn't matter much, just that it's some time before noon.

At noon, the sun has been heating the ground (and air, and water, and and and) for six hours. The heat has been getting progressively more intense because it's been progressively more direct (at a steeper angle).

At noon the sunlight starts becoming LESS direct, so the rate of heating slows down, but by 2 we're still talking about 8 hours of heating instead of six, the last four of which are the four most intense of the day.

By two the heating rate is starting to drop dramatically (the sharpest rate of decline will be around 3, when the sun is halfway down), so this doesn't just continue forever.
