Typically, individuals who jump to conclusions, assume what they hear, read, and see, is fact, without using critical thinking skills. Therefore, they blindly accept issues as true before they acquire and analyze all the facts. For example, they will blindly accept whatever a politician says, whatever a TV commercial says or indicates, whatever a professor says, whatever a friend may say etc. Another example might be that they see someone staggering while walking down the street a 2:00am and assume the individual is drunk. However, only to find out the individual is suffering a heart attack. The danger is that their initial perception may not be true reality. In other words, they jumped to a conclusion that was utterly incorrect.

Literally it does not mean anything sensible. Figuratively however, it means that you state something with certainty based on evidence that also allows other plausible solutions. For example: "While I was home alone last night, I heard noices, so there are ghosts in my house" is jumping to conclusions. There might be other explanations such as: there are rats living in my house.
