I'm not completely sure myself. My best guess is because in her song "Kasane Territory" it brought up her chimera age, and fans created a headcanon. Someone else can correct me if I'm wrong, this is just what I think of it.

Kasane Ted is merely a voice modification of Kasane Teto. All you do is apply the parameter g+30 to any voice bank of Teto Kasane. He inherits any quality or properties Teto has--voicebox qualities, that is. Sometimes you have to download a separate program to make the voice less robotic and more musical.

No Teto is not a Vocaloid. I have heard before that She was made to be a prank. She is mistaken to be a Vocaloid. She sounds like a Vocaloid(y) software.
