The troposphere is the air from the surface of the earth up to 7-20 km (23,000 ft-65,000 ft). As temperature decreases with altitude, the non-troposphere portions of the atmosphere are quite cold - generally below the freezing point.

The lack of liquid water (it's all frozen) and lack of nutrients make such areas inhospitable for life.

That said - life CAN be found outside of the troposphere. Humans in aircraft and spacecraft come to mind, as well as bacteria and fungi caught in the wind, though the concentrations would be relatively low.

Generally speaking, weather phenomena in the atmosphere are primarily a function of temperature variations. Air temperature increases or decreases caused by the heating and cooling of the earth result in pressure variations (highs and lows) which, in turn, create air mass movement. Temperature variations, especially in areas of higher humidity, also result in the formation, composition, shape, height, etc. of clouds. The troposphere is the area of the atmosphere that extends from sea level up to an altitude of anywhere from approximately 5 to 7 miles and is characterized by a fairly constant drop in temperatures called the lapse rate. The troposphere also contains some 70% of the total mass of our atmosphere. Separating the troposphere from the stratosphere is the tropopause, an area where the temperature no longer decreases with altitude.

Most, but not all, of our weather phenomena occur below the tropopause because that is the portion of our atmosphere with the most mass and the greatest variation in temperature. Cumulonimbus cloud formations (thunderstorms), especially in the area of the inter-tropical convergence zone (around the equator) can occasionally develop with sufficient force and velocity that they "punch through" the tropopause extending as high as 60,000 to 70,000 feet, but they generally dissipate rather quickly. Additionally, the lower stratosphere does have an indirect influence on the weather at the surface, primarily through the ozone layer as well as planetary waves that break through the tropopause. The influence of variations in ozone affects general atmospheric circulation, probably through the Brewer-Dobson Circulation. Rossby (planetary) waves are always breaking into the lower stratosphere, and this can affect things like the strength of the Polar Vortex over the North Pole. This has strong implications for Northern Hemisphere weather in the winter.
