Why is lower sandusky below upper sandusky in Ohio?

We were always told that in order to travel by boat on the Sandusky river leaving from Sandusky Bay you would have to go UP the river and so that is how you would get to UPPER SANDUSKY. The river flows from south to north towards Sandusky Bay so you would be going against the current and in a sense up the river and not the easier way down the river.

Upper Sandusky is a higher elevation than Sandusky. The river flows from south to north, emptying in Lake Eire.
