Electron in paper are not localized easily. In other words, there is a large gap between conduction band and valence band. This gap is called energy gap and lot of energy is required if electrons were to jump from valence band to conduction band.

Paper is a good insulator of heat as it contains curtain particles and variables in the paper that allows the paper to insulate heat and slow down the movement of air.
