"Regular" ice is made of solid water, also known as H2O. Dry ice is made of solid CO2.

If you meant to ask that question backwards, solid CO2 is called dry ice because CO2 in its standard state at room temperature is a gas, unlike water, which is a liquid, therefore "dry ice" evaporates and leaves no liquid.
