It's possible that the motor is old and worn or the blower fan is partially caked with dust. If the vehicle has a cabin filter, it's also possible that the filter needs to be replaced.
If you are asking about the blower you only have one that controls both the heater and the a/c............
First check that the ground and the power for the blower are both good and then scan the computer..............

Disconnect the electrical connection at the blower fan motor, put a new fuse back in and see if the truck starts and runs without blowing the fuse. If so replace the blower fan motor. If the fuse still blows, disconnect the ac clutch wire from the ac compressor and try again.

Excessive curent draw, usally a weak blower motor.
Start out by checking the a/c blower and the blower resister.......
