Sounds like a type of jock itch, a common fungal infection (more in males) of the groin area.
Typical conventional treatment for jock itch involves the use of an antifungal cream, spray, or powder twice a day for about two weeks. Keep the area clean and dry. If there is no improvement within a couple of days see a doctor.
