It is the Aufbau Principle with the number of electrons it can hold in every sublevel. The real configuration is 1s2,2s2 2p6,3s2 3p6 3d10, 4s2 4p6 4d10, 5s2 (from here on, I am not sure but I am sure about the short hand) 5p6 5d10 5f3, 6s2 6p6 6d1, 7s2. The short hand method is [Rn] 5f3 6d1 7s².
