Because it could not be enforced. Lincoln had no power over the Southern slave-masters. It also was not abolitionist, because it allowed slavery to continue in the states that had not seceded.

But it did turn the war into a moral crusade against slavery, so neither Britain nor France could be seen helping the other side.
