Why is there a complex relationship between bureaucracy and democracy?

Today democratic government is often confused with government that respects the rights and freedoms of its citizens. However, under democracy various laws*, 'sold' to voters as being for the individual or collective good, can be enacted that violate individual rights require administration. The result is a patchwork of regulations and administrative bodies that interact with one another. Administrators (bureaucrats) have a vested interest in the things they administrate, often believing in them strongly, some enjoying the power it gives them, and seek to increase their influence on the system. Politicians and bureaucrats find ways to influence voting, to further their own goals. Thus democracy and bureaucracy have a reciprocal relationship that leaves out the rights and concerns of the citizens they are supposed to serve. Anyone can, in honesty, see that politicians and bureaucrats in the freest country in the world have twisted that constitution and used democracy to create an enormous, rights-violating, bureaucratic state. *Laws can tax a specific trade item or group of items, which removes a portion of the right to property of those who trade in and purchase those items. Many laws redistribute wealth, to supposedly help society as a whole. Laws can also be passed for victimless crimes such as growing, selling and smoking marijuana.
