The concentration of chlorine in a pool is very, very low compared to anything dangerious. While chloride gas itself, directly inhaled, is very toxic, the small amounts of chlorine in an entire swimming pool of water should not be harmful, assuming the pool is properly tested and chlorine levels remain normal. Chloride ions do have some physiological role as an electrolyte and in neurotransmission- not to say that you need more, but simply that our bodies are equipped to handle and make use of a small amount of chlorine.
Chlorine gas (Cl2) combines with water in your airways to form hydrochloric acid (HCl). HCl is a potent respiratory irritant and causes swelling of the airways. Death is by inability to diffuse oxygen through the swollen lung tissue into the blood.
Chlorine is poisonous because it irritates the eyes and respiratory system.

Chlorine kills most germs that people carry. In public pools, it is necessary to help stop the spread of diseases. In personal pools, it is a matter of personal preference.
