Water cant just appear. All water is either recycled (such as it raining, going into lakes, and it being evaporated back into clouds), saved in places such as springs, and saved in polar glaciers. There is no way for new water to form on earth. The water that's on earth now, if hidden, or found, is the only water there is.

While it is believed there are regions of subsurface liquid water on moons such as Enceladus and Europa (the latter possibly possessed of large underground oceans) owing to tidal heating, the liquid water on the surface of Earth can be attributed to favorable placement in terms of distance from the Sun - not too far away where it would remain frozen (such as on Mars) or too close to the Sun where it would be present only in vapor form (see also cryovolcanism in the outer solar system). Earth's powerful magnetic field also protects the planet from drying effects of solar wind.
Note that an estimated 40 billion Earth-like planets are thought to exist within our galaxy alone; there presence of liquid water on the surface of exoplanets is almost certain.
Aside from the trace amount (about 20 parts per million) of water vapor in the Venusian carbon dioxide clouds, most of the free hydrogen on Venus appears to have been lost to space through UV radiation and the action of the solar wind. What is left is mostly found as sulfuric acid (H2SO4). There is only a tiny amount of molecular oxygen.
There are no lifeforms on Venus, so there are no processes to provide free oxygen to the atmosphere, and the surface is too hot (460 °C) to have liquid water.

Known as the water cycle, basically, water is evaporated off the oceans and form clouds. The clouds drop rain on the land, and the rain water flows downwards and into rivers, and returns to the ocean. The water cycle then continues.

The force of gravity pulls objects towards the center of the Earth, keeping the water (and everything else) in place. The Earth's gravity is strong enough to hold down the water even when the Earth is round. The curvature of the Earth's surface also helps to keep the water contained within its oceans, lakes, and rivers.

Water on Earth is subject to the pull of gravity. Water in the form of clouds is in such tiny drop-lets, that it's suspended until something makes the drop-lets join together, making them heavy enough to be pulled back to Earth.
