There are 2 reasons. 1) Temperatures drop with altitude. It is much colder on the mountain tops, so snow that has fallen can remain longer. Melted snow can re-freeze if nights are still cold. 2) Because mountain tops tend to get more snow, certainly more than the base anyway. If the snow can survive through the summer, it will continue to compress and add to itself and turn into a glacier.
