apparently if a fish is bleeding from the gills it means there is not enough oxygen. Or because a previous fish had died in the same water and you havent changed it. The bacteria can spread throughout the water while the fish is swimming causing it to get infected. You might have a very dirty tank. that is also important to clean HALF of it if it very dirrty. But usually i would clean my tank every 2 weeks MAX and make sure only to get around 25 percent out.
Something terrible has happened to the fish either physically or environmentally. The first thing to do is look for other external damage like missing scales, torn fins etc. If there is no evidence of external assault then the most likely problem is poisoned water due to overcrowding, (do the sums 1" of fish needs 1 gal of water) failure of filter or insufficient water changes. If that is the case then I would do several major (at least 70%) water changes every day for a week. You may save the fish.
