Shih Tzus have extremely sensitive skin. Try soaking your Shih Tzu's feet in epson salt and water. It should relieve the itchy skin. Also, there are certain shampoos that help with sensitive skin.
Maybe he has a food allergy or even dermatitis,my vet thought my chihuahua Italian greyhound mix was having an allergic reaction from something,a skin scraping showed nothing but the vet told us to give him Claritin,this stopped his itching,my dog is small17 lbs so his dose was small,ask your vet it's an inexpensive fix to make your dog happy and itch free
Shih-tzus have very sensitive skin so they easily get dry.(This is why it is bad to bathe them too often. I know what it is like I have this breed of dog.) Just like us, when we have dry skin, we scratch, so they will scratch their skin if they are dry. Sometimes they just have an itch or fleas so you may want to get your dog checked if it scratches too much.
