No, it is not ok, especially if there is discharge from the eyes. Even if it's watery discharge, it can turn into a purulent one within days. My advice is to take your puppy to the vet asap. Also watch for other symptoms - such as nasal discharge, temperature, whether he/she eats well, plays, etc.

It's not normal to be blind unless your eye is swollen shut. But it's common to have blurred vision.
If this looks like the bottom eyelid is swollen it is a condition known as conjunctivitis, or cherry eye. This NEEDS medication or it will get worse and possibly blind the animal. Please take this dog to see a vet.
