When the engine is shut down the fan remains on until the engine coolant temperature sensor indicates that the temperature has gone down enough to safely stop the fan. With the engine off, the water pump no longer circulates coolant, which leads to high temperatures in the engine's water jacket. The radiator still transfers heat from this coolant to the outside air, and keeping the fan on helps speed up this process, preventing dangerously high, potentially damage-causing temperature and pressure in the system.
