Because the kinetic energy of the particles overcome the attraction of the intermolecular forces under standard conditions. When you lower the temperature the kinetic energy is reduced and the IMF become more significant allowing water molecules to arrange in a low energy lattice structure. The observed result of this is water freezing or becoming a solid as well as expansion.
