well sometimes your toddlers hair isn't growing because it is stalled for some particular reason. I know some people who's toddlers didn't have hair until they were two or three. It just happens to certain people. there isn't really anything you can do about it!
sometimes it takes it while to grow but it will grow soon. some of my friends didnt have hair until they were three
