The correct title is Princess Royal. The title Princess Royal came about as a response to the French title 'Madame Royal'. The title is given to the eldest daughter of a monarch, provided there is no-one who already has the title. Thus, Princess Anne is styled the Princess Royal, while her mother, Queen Elizabeth II, never was, as her aunt, Princess Mary already carried the title.

She is a princess, amongst her other titles. When someone has mutliple titles, they choose a 'style', the title they choose to be known by. While her style is Lady Louise Windsor, she also holds the title of Princess Louise of Wessex.

It was not all Anne's fault that Zara and Peter Phillips do not have titles. When King George V (who was Elizabeth II's grandfather) changed the name of the ruling house from Sax-Coburg and Gotha to Windsor he changed who could be called Prince and Princess. This was because his grandparents Victoria and Albert had 9 Kids and 40 grandchildren. Only the children of sons of the monarch could be called Prince or Princess. In fact if it had not been that Elizabeth was going to be Queen Charles and Anne would be Lord Charles and Lady Anne Mountbatten-Windsor when they were born. Added to this the fact that Zara and Peter's father is a commoner they do not and probably will not have a title.
