Muscles can only pull, therefore bones need two muscles to make it move.
To put a finger up one muscle might pull, the other will put to put back down.
With two, the movement will be smooth, otherwise it will be "jerky" and uncontrolled.
Though not all muscles work in pairs, the principle is that one muscle moves a bone one way, and the other muscle moves it the opposite way, because muscles can only pull not push.
