I mean like this is basic Earth Science, so my explanation will be short. Umm... so let me get to the point. A swimming pool is filled with water, right? And cement around it is considered land, right? So, the specific heat of land is much lower than the specific heat of water. This means that it takes much more energy, temperature and time, to increase the temperature of water. Whereas, lands specific heat is lower, so it will heat up faster, and as a result in most cases the temperature of land is higher than water. Hope this helped!!

I think the main reason is to do with something called specific heat capacity. This is a measure of how much energy it takes to make something get hotter. Concrete has a specific heat capacity of 0.88 Joules (that's energy, as from the sun) per gram per degree hotter. Water needs much more energy to get it the same amount hotter, 4.2 J/g/K. The reasons why are to do with the way the atoms are bonded and arranged together inside the substance. So the pool was filled with water at the start of summer and spends all summer getting hotter, but slowly, while the concrete got hotter quickly. If you left the water there long enough it would stop feeling cold - or if you had a smaller pool it would warm up faster. I think a second reason is that when you wet your hand in the pool, the water then evaporates off your hand and that cools your hand, giving the impression that the water is colder. There is likely more to this question and I invite further answers.

Why is it when it's raining the water in the swimming pool is warm but when it is sunny the water in the swimming pool is cold?

It's all about how your body reacts to relative temperatures. The truth is that the pool temperature is not likely to be the culprit. It's more about how your body perceives the difference between the outside temperature vs the pool temperature. The transition from standing in the hot sun to getting into your pool makes the water feel colder than it might feel than if you are standing in cold rain before entering the pool.

The first thing to do is make sure you have a leak. and it is not just evaporation that is giving you your problem. you can do this by just taking a bucket and filling it with pool water. mark the water level in the bucket and in the pool. Stand the bucket next to the pool without disturbing the pool for a day or two. If the distance to the water level mark you made is the same in the pool as it is in the bucket then you don't have a leak and you are just loosing water to evaporation. if the distance to the water level mark in the pool is bigger then you are losing water somewhere else as well. I have had a concrete salt water pool for close to twenty years and it is still sound. I have had some problems wit pipes before though.
