Yes because it teaches them to have responsibility with money and helps with learning how to use it wisely and what happens when they use it badly.
(This really isn't a good question to ask or a good answer since it all depends on opinion. But, according to law 12 year old's cannot get a job due to the child labor law. Trust me, i looked all over for a place that would hire me but no one is allowed to hire a 12 year old. In my opinion 12 year old's shouldn't be allowed to get jobs because the economy is already having a tough time without kids taking adults jobs for less money.)
