This is a common "spin" used by some people. The government doesn't TAKE money from schools. When times are tough and tax revenues are down the government may give less money to schools. Some folks like to call that taking the money from schools but you can't take something the schools don't have.

∙ 11y agoPrivate (non-public) schools have to make the students' families pay fees to run the school's water, electricity, pay the teachers, and a lot more. In public schools fees are not necessary because the community is already paying for everything with State taxes, and in some cases Federal taxes.

These are called "public schools" and there are fees to attend but those are paid in the form of property taxes paid each year by homeowners.
State schools are funded by the Scottish Government, private schools are funded by fees.
In the US public schools are paid for by taxes and therefore do not charge fees.
