This is a common "spin" used by some people. The government doesn't TAKE money from schools. When times are tough and tax revenues are down the government may give less money to schools. Some folks like to call that taking the money from schools but you can't take something the schools don't have.
Private (non-public) schools have to make the students' families pay fees to run the school's water, electricity, pay the teachers, and a lot more. In public schools fees are not necessary because the community is already paying for everything with State taxes, and in some cases Federal taxes.
School exists to show us many meaningful things and prepare u for the future.
School is needed so that when you get your diploma, you have proof that you have been educated so that you can get a good paying job.
