Why the fan on a 1997 Pontiac grand prix gt level 5 blows and level 123 and 4 does not after replacing the blower and a fuse?

Switch, resistor or connection.
it could be those but if your headlights go off when you turn the blower on it is the ignition switch i had to replace it in mine very fun :(
Probably the resistor. I had same problem. to replace resister it's under glove box. Pull down carpet under glove box. look toward the front of the car. it's connected to the blower motor wires. held on by one screw.
