Navy uniforms are based on very old traditions that go clear back to the 18th century. The flap behind the neck of the dress uniforms is a throwback to the days when sailors sometimes put tar in their hair to guard against salt spray.
Not anymore. The last uniform in which a commissioned officer wore rank on their collar was the Battle Dress Uniform/Desert Combat Uniform, which has since been replaced by the Army Combat Uniform, where the rank in worn on a flap on the front of the shirt.

During the days of black powder cannon on board navy vessels, the sailors would sometimes be subjected to sparks produced by firing the weapons. After lighting the fuse, the sailors would move out of the way from the recoil, and turn their backs to the cannon. Should sparks emanate from the firing and land on their backs, the only exposed part on their body, the nape, would not be burned. Various lengths of flap were used until the attired was made 'uniform'.
Although the Whittling Chip, Totin' Chip and Firem'n Chit emblems are almost the right shape to wear on the pocket flap, they are not intended for uniform wear. They are to be attached to a blanket, backpack or other equipment.The Insignia Guide does not include these emblems, but ScoutStuff [linked] does note "not for uniform wear."The only emblems worn on the right pocket flap are the Outdoors Activity Award for Cub Scouts, the Order of the Arrow lodge emblem for Boy Scouts and Venturers and the Corps of Discovery emblem for Venturers if the CoD is authorized by the local council.Other emblems not intended for uniform wear include the 50 Miler Award and the Historic Trails Award.
The World Conservation Award is a "temporary patch" that is worn over the right pocket of the scout uniform. It can be sewn on, centered on the right pocket, or it can be worn in a plastic holder hanging from the right pocket flap button.
The word flap is a regular verb. Flap can also be a noun.
