because people are superstitious. 13 is suppose to be an unlucky number so they usually skip over 13. 1,2,3,4,5,6,7,8,9,10,11,12,14,15 and so on. it's stupid but people are very superstitious i believe apartment buildings skips 13 too because no one would rent on the 13th floor.
