Louisiana's laws were based very much on the French laws, rather than the English or Spanish laws that predominated in the rest of the US. With that codification, they didn't feel the need until recently to conform to the same set of laws that the rest of the states adopted. Increased business with other states and possible loss of businesses due to different rules and laws have caused them to rethink their stand and adapt to make it easier to compete.
