Be cause as a result of a labour shortage and troops overseas needing supplies not enough was made locally to meet the demand.

Supplies for foods such as butter were lacking and therefore they were rationed so everyone could have an equal amount. Also, lard was often used as a substitute for butter.

Butter was rationed as an artificial means of making people feel that their "sacrifices" would help the troops. In fact, the cows in Wisconsin and New York did not curtail their production and turn instead to producing war materials, as was the case in other industries.
