Kevin Rudd apologised to the stolen generation because, although it was not his fault, what happened was wrong and it was his Prime Ministerial duty to apologise.

Because the British wanted Australia to be a white colony so they took young aboriginal children from their families in order "to breed the black out of them". They are called the stolen generation and that is why Kevin Rudd apologised.
