The underlying cause was the determination of Rome to dispose of the threat which it percieved from Carthage, against which it had already won two wars.

The official cause was violation of the peace treaty from the Second Punic War which made the Roman Senate arbitrator of all border disputes involving Carthage, so that Carthage had to get approval from the Roman Senate before going to war. Rome then used its ally Numidia as proxy to harrass Carthage, which eventually had to defend itself. This gave Rome a valid excuse to declare war and destroy Carthage, extablishing Rome as undisputed power in the western Mediterranean.

1. Rome, after being initially allied to Carthage, which provided the sea power to complement Rome's land power, expanded to the stage where it clashed with Carthage.

2. Although Rome became a sea power and defeated Carthage in the First Punic War, it continued to regard Carthage as a threat and competitor for dominance in its sphere of the Western Mediterranean.

3. In the Second Punic War, Hannibal's 15-year domination of the Italian Peninsula put Rome in fear of its very existence, and even after finally defeating Carthage, this fear remained.

4. The Carthaginians were such accomplished traders that they paid off in 10 years the 50 year indemnity which Rome had laid on it to paralyse its war-making capability, so the fear was reawakened and magnified.

5. It was resolved only by the total solution when Rome defeated Carthage in the Third Punic War and destroyed the city, sold its inhabitants into slavery, and established a Roman military colony on its site.
