He was referred to the seal of the prophethood because he was the last prophet.

He brought the true religion to man after it had been lost among misinterpretations of the works of previous prophets. Just as people used to used wax seals to prove a letter was genuine, so too was Muhammad God's way of declaring this new religion the defining faith.
