Pure water is a poor conductor of electricity because it exists in solution as electrically neutral molecules. the molecules carry no electric charge and there are no ions in solution to carry charges.

Pure fresh water is a very bad conductor of electricity because there are very few ions in water.

Salt water, on the other hand, is a good conductor, because the positive sodium ions and the negative chlorine ions will carry an electric current. The more salt, the better.

Water does not conduct electricity as it does not ionize easily into hydrogen and hydroxyl ions. However water with salts that can ionize conducts electricity.
