In context of a PC (personal computer) any device that gives inputs or data to the computer is an "input device" for examplea) keyboard is used to enter text or numbers or commands

b) mouse is used to move cursor and select data/text or links (again an input to the computer)

c) similarly a scanner scans and inputs data to the computer

d) a webcam takes picture and "inputs" or provides information to the computer

so all these are input devices

Devices that provide or show output, information, content or processed data out for use by a user are "output devices" for example - computer monitor or a screen, printer which output (either display or print) data or information for use by the user are output devices.

A webcam is considered an input device because it captures images of the scene in front of it. Webcams can be built into the computer or connected to it.
