i don't know specifics, but the reasoning for colonizing anything is to claim it as your own. claiming land gives you the "right" to call it your own (even though there are natives there) and you then establish control and power. if France "controls" land; they can tax it and build trade ports to benefit their home country.

The latest colonizing power, France, had their possessions taken from them by Japan during WW2. They in turn had their possessions taken from them when they lost WW2.

Germany didn't try to colonize France, Germany succeeded in colonizing France in 1940 after the French government surrendered to Germany.
I'd go with France and Spain, the two European nations with the power and desire to continue colonizing the Americas. Ironically, the U.S. didn't have the naval power to enforce the Monroe Doctrine at the time in was enacted and was relying on Britain to do it for them--and Britain did, because they didn't want France or Spain to gain any more power.
