There were a combination of things that made Trajan a good emperor, perhaps the most important, his character. He seemed to be a scrupulously honest man, as evinced by his correspondence with Pliny the Younger in regard to the prosecuting of the Christians. He also Wanted to see justice, as when the peace after the first Dacian war did not last. He enhanced the city of Rome with his various buildings. He was also the first of the emperors to initiate a welfare program that subsidized poor and orphaned children in Italy. How well this worked is controversial, but it was a step in the direction of help.
